To ask the Secretary of State for Transport what statutory procedure was used for constructing the M11 link road.

This is an operational matter for the Highways Agency. I have asked the chief executive to write to the hon. Member.

Letter from Lawrie Haynes to Mr. Harry Cohen, dated 30 November 1994: The Secretary of State for Transport has asked me to write to you in response to your Parliamentary Question about the Al2 Hackney Wick to M11 Link Road since its construction is now an operational matter for the Highways Agency. The statutory procedures followed were contained in the Highways Act 1980 and Acquisition of Land Act 1981.
