Mr. Burden

To ask the Secretary of State for Social Security what basis and what calculations are used to determine the level of(a) invalid care allowance and (b) carer premium.

Mr. Hague

The answers are as follows:

  1. (a) The standard rate of invalid care allowance is based on 60 per cent. of the standard retirement pension, and is uprated annually.
  2. (b) A carer premium of £10 a week was introduced in 1990 to provide some additional help in income support, housing benefit and council tax benefit, for carers. This too has been uprated annually.

Regulations setting out the detailed provisions of incapacity benefit were laid before Parliament on 24 November 1994. Notes on these regulations are due to be placed in the Library on 1 December 1994.
