To ask the Secretary of State for Social Security how many of those refused benefits under the habitual residence test have appealed against the decision.

I am informed by the president of the Independent Tribunal Service, His Honour Judge Bassingthwaigthe, that this information is not collected centrally and could be obtained only at disproportionate cost.

To ask the Secretary of State for Social Security if it is Government policy that all those refused income support under the habitual residence test should also be refused social fund grants, social fund loans and crisis loans regardless of their circumstances.

Social fund applicants must be in receipt of income support to be eligible for a community care grant or budgeting loan. Crisis loans are available to applicants who are not in receipt of benefit and may be paid to those who fail the habitual residence test.
