§ Mr. RedwoodThe arrangements agreed between the University of Wales and its constituent colleges following the Rosser report, and the University Registry's role within those arrangements, are matters for the university and the colleges to decide. The Higher Education Funding Council for Wales' responsibility is to allocate funds for teaching and research and to do so in a way which ensures accountability and value for money.
