§ Mr. RedwoodA report by Pieda plc was published in 1992 by the Department of Employment. It concluded, on the basis of a survey of businesses in south Wales and Avon, that the second Severn crossing scheme allowing for the new tolls, would have a positive effect on local trading and commercial activity, and stimulate investment opportunities in south Wales. Copies of the executive summary of the report, entitled "The Economic Impact of 529W the Second Severn Crossing", are in the Library of the House. No assessment has been made of the effect of the tolls on the environment.
