What is the outcome of the first stage of bidding for the proposed sale of the Royal Dockyards at Devonport and Rosyth.

Criminal Justice and Public Order Act 1994: Increased Penalties
Section Offence New Maximum Penalty
84(6)(e) Taking/distribution of an indecent photograph, etc. of a child in Scotland. Summary conviction: 6 months' imprisonment (and/or the existing level 5 fine). On indictment: 3 years' imprisonment (and/or the existing fine).
84(7)(c) Possession of an indecent photograph, etc. of a child in Scotland (equivalent to Section 86 for England and Wales). 6 months' imprisonment (and/or the existing level 5 fine).
86 Possession of indecent photograph of a child 6 month's imprisonment or a level 5 fine, or both.
87 Displaying, publishing, selling or distributing obscene material in Scotland. (Penalty in Scotland brought into line with that in England and Wales) Summary conviction: 5 months' imprisonment (and/or the existing level 5 fine). On indictment: 3 years' imprisonment (and/or the existing fine).
88 i) Supplying unclassified videos or possessing such videos for supply. Summary conviction: 6 months' imprisonment or £20,000 fine, or both.
ii) Supplying videos in breach of classification, supplying certain videos in places other than licensed sex shops or supplying videos with false classification marks. On indictment: 2 years' imprisonment or unlimited fine, or both. Summary conviction: 6 months' imprisonment or level 5 fine, or both.
92 Making obscene, offensive or annoying telephone call. 6 months' imprisonment or level 5 fine, or both.
142 Non consensual buggery (rape) of a man. Life imprisonment.
144 Attempted buggery with a person under 16 or an animal. Life imprisonment.
157 and Schedule 8 Sea Fisheries (ShellFish) Act 1967 (c.83)
Offences under S.3(3) (dredging etc for shellfish in contravention of restrictions etc or without paying toll or royalty). Level 5 fine.
Offences under S.5(7) (obstruction of inspector or other person or refusal or failure to provide information to inspector etc). Level 5 fine.

Following invitations to tender issued by the Ministry of Defence on 14th July 1994, initial bids have been received from Devonport Management Limited (for Devonport Dockyard) and from Babcock International Group (for Rosyth Dockyard). No other bids have been received to date. We are currently evaluating these bids and negotiations will take place with each of the companies, but outcomes other than sale cannot be ruled out.
