§ Mr. Michael ForsythThe proposals which the Government announced on 2 November for imposing controls on anabolic steroids and on which I consulted my right hon. Friend the Secretary of State for National Heritage, who has overall responsibility for the Council of Europe anti-doping convention, will help restrict their availability to sportsmen and women, among others, in conformity with the principles of article 4 of the convention.
