The Government's 1991 White Paper "Higher Education: A New Framework" stated that, while research. funds should be allocated selectively on the basis of assessment of research quality, all higher education institutions should be able to compete for those funds. Some will inevitably succeed more than others in the competition, but all remain eligible for funding.
