To ask the Secretary of State for Northern Ireland what response he has received from the General Officer Commanding Northern Ireland to the recommendations contained in the first annual report of the independent assessor of military complaints procedures.

I have received a detailed reply from the General Officer Commanding, Sir Roger Wheeler, to the proposals contained in David Hewitt's first annual report. I very much welcome the positive response from the GOC, which states that he will be able to adopt five of the seven recommendations and all 11 suggestions made by Mr. Hewitt.

I wish to pay due credit to the complaints procedures operated by the army in Northern Ireland, which have helped to establish and maintain a good and improving relationship with the community. The GOC has made it clear to me that procedures are constantly reviewed so that improvements can be made where necessary, and Mr. Hewitt's proposals will play a central part in this. Both the GOC and I look forward to receiving his continued suggestions and advice.
