Data are for the combined years 1990 and 1991 (1990–91) and 1991 and 1992 (1991–92) as in the publication. This is in line with HBAIs stocktaking report of November 1991 which recommended that two years' data be combined to improve the accuracy of estimates. However, small changes from period to period are unlikely to be significant. 1370W
