§ Mr. Robin SquireCapital allocations within the Department's programme take the form either of annual capital guidelines to local authorities or of capital grant, which for the most part is disbursed by the Higher Education and Further Education funding councils and the Funding Agency for Schools. The total value of the main formula elements within the grant component is set out as follows. It covers grants to grant-maintained and voluntary-aided schools, higher education institutions and further education institutions.
