Whether they will explain the circumstances in which Mr. Philip Pink, a senior accountant working for the disqualification unit of the Insolvency Service of the Department of Trade and Industry, canvassed for work from companies in the private sector while occupying his position in the public service; and what instructions have been given to officials concerning conduct of this character.
Earl FerrersCivil servants and those seconded to the Civil Service are subject to the Civil Service Management Code; and, in particular in relation to former civil servants, to the business appointment rules set out there. The Insolvency Service was satisfied that the accountant was not carrying on an advisory practice contrary to the code while he was on secondment to it.
