to ask the Secretary of State for Scotland what steps he has taken to ensure that Health Care International in Clydebank is using national health service pay and conditions for its staff.

[holding answer 1 November 1994]: Since the authorisation of the building of the Health Care international hospital at Clydebank was granted in 1987, NHS trusts have been introduced with the freedom to determine the terms and conditions of service for the majority of their staff. HCI is aware of the principles which underlie the authorisation.
