§ Mr. BoswellThe central responsibility for the quality of education and the standard of degrees rests with the universities themselves, acting individually and also collectively through the higher education quality council. My right hon. Friend has made clear the importance that she places on this responsibility, and has welcomed evidence that it is being taken ever more seriously.
