§ Mr. Roger EvansClaimants who would not have access to hardship payments in the circumstances described in paragraph 4.39 of the job seekers's allowance White Paper would not have access to the social fund for a crisis loan to cover living expenses. Provision of such a loan would negate the effect of the sanction. Crisis loans would, however, be available in those circumstances to help make good damage caused by unforeseen disaster, such as fire or flood.
