asked Her Majesty's Government:

Whether, in the light of the Swiss Government's unwillingness to prevent Swiss banks from allowing financial and other criminals to secure their gains beyond the reach of their own governments, they will ensure that no further international institutions are located in Switzerland, and in particular that the new World Trade Organisation is not located there, lest approval of Swiss banking practices be implied or inferred.

The Minister of State, Department of Trade and Industry (Lord Strathclyde): Decisions on the location of international institutions are based upon the suitability of sites and take into account all relevant factors. The decision on whether to site the World Trade Organisation in Switzerland will not depart from this practice.
