To ask the Secretary of State for Health in what circumstances local authority social services departments may leave children on the at risk register without an assigned social worker.

Mr. Bowis

A named key worker shall be appointed for every child who is placed on the child protection register and for whom there is an inter-agency protection plan. Where there is no current named key worker for a child on the register, it is for the local authority to ensure that arrangements are made for the protection plan to be implemented and a key worker appointed.
