§ Mr. AtkinsUnder the United Nations framework convention on climate change, the United Kingdom and other developed countries are committed to taking measures aimed at returning emissions of greenhouse gases to 1990 levels by 2000. The adequacy of the convention's commitments is due to be reviewed by the conference of parties to the convention in 1995 and again by 1998.
