§ Mr. KeyThe Driver and Vehicle Licensing Agency is responsible for vehicle excise duty enforcement for all unlicensed vehicles kept or used on public roads in Great Britain. Where offences are detected and the persons responsible traced, action is taken either through out-of-court settlement or, in the more serious cases, by prosecution. This action may apply to any vehicle keeper who commits such an offence, and this includes car dealers.
