§ Mr. AtkinsChapter 33, paragraph 13 of agenda 21 said that, in general, financing for the implementation of agenda 21 should come from countries' own public and private sectors. In the case of developing countries, it was accepted that foreign aid would continue to be required. The United Kingdom has a substantial overseas aid programme.
