To ask the Secretary of State for the Environment what civil service-wide co-ordination exists in the recycling of waste materials in order to maximise efficient use of resources and value for money.

Mr. Atkins

Government Departments now have environmental strategies in place and are preparing, or have prepared, action plans to implement them. These strategies set out the policy of each Department for the use of its own resources and are designed to ensure that full account is taken of the needs of the environment. They cover a wide variety of issues including recycling, and are co-ordinated by a committee of green Ministers drawn from the major Departments.
