To ask the Secretary of State for Transport what is his estimate of the cost of enforcing the permit system attached to the London lorry ban.

Based on the projected budget of the London boroughs transport scheme for 1994–95, the estimated cost of enforcing the permit system is approximately £400,000. If permits are abolished, the savings made can be used to enhance enforcement of the ban.
