asked Her Majesty's Government:

Whether the Governor of St. Helena submits to the Legislative Council a review of fiscal and administrative performance in the same way as does the Governor of the Falkland Islands; if not why not; and if so whether it can be placed in the Libraries of both Houses of Parliament.

The Financial Secretary's annual budget speech to St. Helena's Legislative Council includes a review of fiscal performance. The five elected members who chair the committees which manage the affairs of the largest government departments make formal statements dealing with the administrative performance of these departments at the budget session of council. The budget speech and statements are reproduced in the island'sHansard. Copies covering the proceedings of the March 1994 budget session will be placed in the Libraries of both Houses as soon as they become available.
