§ The Prime MinisterI discussed the United Nations-sponsored package of confidence-building measures with Mrs. Ciller in the margins of the NATO summit on 10 January. I sent her a message on 6 April urging her to encourage Mr. Denktash to adopt a more constructive approach to the negotiations on the package. The United Nations Secretary-General will shortly submit a report on the talks to the United Nations Security Council.
