asked Her Majesty's Government:

Whether, in view of their expressed objection to a written constitution for the United Kingdom (H.L. Deb., col. WA89—12th April), they will undertake to resist any proposal for a written constitution for the European Union including the one agreed by the European Parliament on 10th February.

The Maastricht Treaty establishes the structure and procedures of the European Union. There is no need for any document of the kind proposed by the European Parliament on 10th February.
