Mr. Steinberg

To ask the Secretary of State for the Home Department how many prisoners have escaped from each United Kingdom prison and in total since the introduction of "fresh start".

Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given. Escapes from prisons in Scotland and Northern Ireland are matters for my right hon. Friend the Secretary of State for Scotland and my right hon. and learned Friend the Secretary of State for Northern Ireland.

The Home Secretary has asked me, in the absence of the Director General from the office, to reply to your recent Question about the number of prisoners who have escaped from within each prison in the United Kingdom since the introduction of Fresh Start.

Fresh Start was introduced into prisons in England and Wales from 3 April 1987 as a rolling programme. Central recording of
