asked Her Majesty's Government:

Whether they will arrange for all Immigration Act detainees to be brought before a magistrate, so that the reasons for custody may be examined within seven days of arrest; and if not, why not.

The Government do not consider that a procedure on the lines which is proposed is necessary. There is a statutory opportunity to apply to the independent appellate authorities for bail in any case where they have jurisdiction. This is supplemented where necessary by the general power of the courts to grant a writ of habeas corpus.
