§ Mr. HowardWhere appointments are made to posts for which security clearance is necessary, the normal procedures set out in the then Prime Minister's statement of 24 July 1990 will apply. As the Prime Minister announced on 23 March, these procedures are currently under review.
Chairmen and deputy chairmen of public boards and other full-time members of boards are expected to show a degree of detachment from political activities. Rules for the guidance of members of public boards are listed in annex 7A of the "Guide on Public Appointments Procedures", a copy of which is in the Library.

§ Mr. HowardAs at 1 September 1993, of 1,875 appointments to Home Office non-departmental public bodies where the ethnic origin of the appointee was known, 4.2 per cent. of appointees were Asian and 3.6 were black. An undertaking was given when the information was collected that individuals would not be identified.
