Mr. John M. TaylorAn internal investigation conducted in February revealed that the facts of the matter were straightforward. The arrangement was made by officials of my Department, as described in my earlier answer, and was terminated as soon as it came to my attention. Measures have been put in place to ensure that no similar action can be taken without proper consideration. I do not propose to publish a report.
