To ask the Minister of Agriculture, Fisheries and Food what has been the cost of the CAP(a) to the United Kingdom and (b) to the EC in each year since 1990; and what are her estimates for 1994.

This information is contained in chapter 4 of the 1994 departmental report by the Ministry of Agriculture, Fisheries and Food and the Intervention Board, a copy of which was deposited in the Library of the House of Commons.

To ask the Minister of Agriculture, Fisheries and Food what proportion of the CAP budget was spent on(a) set-aside and (b) environmental protection measures other than set-aside in each year since 1990; and what is her estimate for each of the next three years.

Information on expenditure on set-aside and on the CAP as a whole from 1990 to 1992 is available from the annual financial reports of the guarantee section of the European agricultural guidance and guarantee fund, copies of which were lodged in the Library of the House of Commons. Until the end of 1992, agri-environment measures were not financed from the CAP budget—that is, the EAGGF guarantee section—but rather from the guidance section. It is not possible to identify expenditure on these measures under the guidance section. For 1993, expenditure on set-aside and on agri-environment measures accounted for 1.2 per cent. and 0.5 per cent., respectively, of total CAP expenditure. The latest official estimates suggest that the corresponding figures for 1994 will be 4.5 per cent. and 1.5 per cent. We have no estimates of the future proportions as EC budgets are set only one year in advance. The 1995 budget has not yet been set. EC agri-environment schemes, and set-aside outwith the arable area payments scheme, are co-financed by member states. The above figures do not include any nationally funded expenditure. EU-wide information on this is not available.
