To ask the Secretary of State for the Home Department if he will publish the guidelines issued to the Prison Service concerning the tape recording of telephone conversations between prisoners and third parties; and if he will make a statement.

The Home Secretary has asked me to reply to your recent Question about the guidelines issued to the Prison Service concerning the tape recording of telephone conversations between prisoners and third parties.

Guidance on the operation of telephones for prisoners' use including the tape recording of conversations are set out in Prison Service Circular Instructions 21/1992 and Circular Instruction 50/1988, copies of which are in the Library.
