To ask the Parliamentary Secretary, Lord Chancellor's Department what guidelines he has issued in relation to the council tax liability for those domestic staff required to live in at judges' lodgings; and if he will make a statement.

Those staff required to live in at judges' lodgings are, as a condition of their employment, subject to a service licence and are required to pay rent. As resident licensees, they are consequently liable to pay the council tax, based on an assessment of the accommodation which they occupy. The staff concerned have been advised of the position.
