§ Mr. Heathcoat-AmoryWe have welcomed the prospect of Maltese accession. The Commission's opinion on Malta's application identified institutional problems that would have to be addressed and a number of Maltese economic reforms that would be necessary before they can become members of the EU. In the interim, and before accession negotiations begin, the Government are looking at ways of maintaining a dialogue with the Maltese about accession matters.
