§ Mr. HowardI have today published a discussion paper, "Criminal Appeals and the Establishment of a Criminal Cases Review Authority". The paper sets out the issues to be settled before any new arrangements for the investigation of alleged miscarriages of justice can be put in place, discusses how these might be resolved and asks those interested to comment by the end of May. I think the paper will be of considerable interest to a great many people and I look forward to hearing their views.
