To ask the President of the Board of Trade if he will make a statement on the operation of the dispute settlement panel which will be invoked under the agreement establishing the Multilateral Trade Organisation where a member state fails to bring a measure found to be inconsistent with a covered agreement into compliance.

Dispute settlement panels in the proposed World Trade Organisation dispute settlement system will provide expert arbitration on disputed rights and obligations between members of the WTO. In circumstances where, following dispute settlement proceedings, a WTO member failed to bring a measure into conformity with its obligations, the member would be able to offer compensatory market access, or face retaliation by the aggrieved member. Both compensation and retaliation would be proportional to the impairment involved.
