To ask the Secretary of State for the Environment what has been the average waiting time for appeals against valuation to be heard(a) in England as a whole, (b) in each standard region and (c) in each local authority area since the introduction of the council tax.

A meaningful figure cannot yet be given on the average length of time taken to hear appeals, since a great many cases are being settled by agreement between the taxpayer and the Valuation Office agency, and relatively few have been heard as appeals by valuation tribunals.
