asked Her Majesty's Government:

Whether they initially stipulated that the Jubilee Line extension should not proceed unless the private sector contributed £400 million, and if so, why they have allowed work on the extension to proceed without that stipulation being met.

Lord Mackay of Ardbrecknish

Under an agreement with the Government in 1989, Olympia and York undertook to make a cash contribution of £400 million over time to the Jubilee Line extension. The Secretary of State gave his authority to start construction on 29 October 1993 following the signing of a funding agreement the previous day which provided for the £400 million contribution to be made over the same period of time.
