To ask the Secretary of State for Social Security what has been the implications for his Department of right-to-buy legislation and increases in service charges for tenants who have taken advantage of such legislation; and if he will make a statement.

Former council tenants who buy their homes under right-to-buy legislation while receiving income support have the amount of housing costs included in their assessment restricted to the eligible rent payable immediately before the purchase of their properties.

In such cases, income support is adjusted to reflect subsequent changes in mortgage interest rates and in the amount of eligible service charges levied.
