To ask the Secretary of State for the Environment, pursuant to his answer to the hon. Member for Caernarfon (Mr. Wigley) of 9 February,Official Report, column 315, when he hopes to complete his review of the legal framework governing discharges from abandoned mines.

We are still considering this subject. The consultation paper "Paying for our Past", published on 8 March, said that the justification for the special exemptions for abandoned mines should be reassessed in the light of the emerging conclusions of the review of contaminated land and liabilities.
