§ Mr. BaldryBoth the rating system which operated in 1986–87 and the council tax are property-based taxes. This, and the extensive changes which have occurred in the local government finance system since the 1980s, mean that it is extremely difficult to make the comparison suggested.
It is not our practice to produce estimates of central taxation at the sub-regional level as they are not, in general, reliable.
