§ Mr. SpearingTo ask the Secretary of State for Education if he will initiate a survey by local education authorities of some, or all, of their primary schools which under his criteria possess surplus places of between 20 per cent. and 40 per cent. of those notional place numbers, to assess the impact on their activities prohibiting any use of that proportion of their space currently in use.
§ Mr. ForthWe have no plans to require local authorities to undertake such a survey. It is for local authorities in the first instance to make plans for the removal of surplus capacity, including the scale and method of rationalisation.
