To ask the Secretary of State for the Environment what is the average increase in council tax bills for 1994–95.

Mr. Curry

The average headline council tax based on those authorities for which my Department has actual or provisional information shows an increase of 2.4 per cent. over the 1993–94 average.

To ask the Secretary of State for the Environment if he will list the top and bottom 10 council taxes so far declared.
