§ Mr. GoodladThe principle of subsidiarity remains central to the Government's European policy. We are committed to ensuring that it is fully applied in all areas of Community business. We welcomed the Commission's 585W report to the Brussels European Council in December, which must now be translated into appropriate action. Under the inter-institutional agreement of 25 October 1993, the Commission has undertaken to ensure that it will not table new proposals unless they can be justified on subsidiarity grounds.
