To ask the Prime Minister whether it will be for Lord Justice Scott to decide on the timing of the publication of his report.

As I said when I announced the terms of reference for the inquiry,Official Report, 16 November 1992, columns 74–75, Lord Justice Scott will be entirely free to decide on the publication of his report. The inquiry will report to my right hon. Friend the President of the Board of Trade.

It has recently been decided that the benefits of frequent fly and similar schemes deriving from expenditure on official business should be used only for official travel or forgone. Departments have been asked to issue guidance to their staff to implement that decision.
