HC Deb 15 March 1994 vol 239 c654W
Mr. Corbett

To ask the Secretary of State for Transport whether it will be a condition of the grant of a license to operate a private motorway that vehicles driven by disabled people and exempt from vehicle excise duty shall travel toll free.

Mr. Key

[holding answer 14 March 1994]: The only current legislation under which any new motorway could be subject to tolls is the New Roads and Street Works Act 1991, which inter alia provides that vehicles in this category are exempt from tolls. New powers would be needed to toll existing motorways; it would be for Parliament to consider whether any vehicles should be exempt from tolls.
