To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the progress of reform and democracy in Russia.

Russia has come a remarkably long way since the collapse of the Soviet Union two years ago. She now has a new constitution guaranteeing human rights and a democratically elected parliament. The way ahead will not be easy, not least in terms of economic reform; but President Yeltsin and Prime Minister Chernomyrdin have both stressed their commitment to the reform process.
