asked Her Majesty's Government:

Whether, in view of the fact that the interim broad-based government provided for in the Arusha Accord on Rwanda has not yet been inaugurated, they will propose at the United Nations Human Rights Commission meeting in Geneva that the November massacres in the Kirambo subprefecture be investigated by the Secretary-General's Special Representative on Rwanda, with the assistance of such professionally qualified staff as he considers necessary.

The human rights situation in Rwanda will be fully aired at the meeting in Geneva. However we believe that the Special Representative's priority must remain that of encouraging the establishment of the transitional government. Only then will circumstances permit the impartial investigations into alleged human rights abuses.
