The use of locally devised payscales from 1991 onwards may affect the comparability of figures as those staff cannot be allocated centrally to a specific staff group and are not, therefore, included above. This affects figures for Pembrokeshire in particular.
The growth in the number of staff in the table arises from the extension in 1989 of senior manager/manager terms and conditions of service to "second and third level managers" and the resulting reclassification of a number of staff in 1989 and subsequent years.
Certain responsibilities and staff have transferred to the Common Services Authority from health authorities in recent years, affecting the comparability of figures over time.
