§ Mr. Douglas HoggSubject to the constraints of security, the Ministry of Defence has a policy of open competition for its equipment requirements. Israeli firms may respond to invitations to tender wherever they believe they can offer the best value for money.
Where such responses contain proposals for United Kingdom industrial participation in the project these would be considered only if it were possible to verify that any United Kingdom components involved which would normally be subject to the arms embargo would not ultimately be used by Israel or an unacceptable third party.
