To ask the Lord President of the Council what assessment he has made of the effectiveness of parliamentary scrutiny of EC legislation; and if he will make a statement.

Mr. Newton

The arrangements for parliamentary scrutiny of EC legislation are kept under continuing review and were the subject of examination by the Select Committee on Procedure in 1989 and 1991; in general they work well. Problems at the end of last year with the late arrival of certain Community documents are being investigated.
